Joseph Lynyak is a Partner of Venable LLP and resident in both the Los Angeles and Washington D.C. offices of the firm. Mr. Lynyak's practice focuses on the state and federal regulation of financial intermediaries, including commercial banks, savings associations, and their holding companies, affiliates and subsidiaries. Mr. Lynyak is a nationally recognized expert on a range of legal issues affecting financial service companies, including the Bank Holding Company Act, the Savings and Loan Holding Company Act, the National Bank Act, the Home Owners' Loan Act, the Federal Deposit Insurance Act, and their state counterparts. Among other things, he advises clients on retail and operational issues including mortgage lending, enforcement actions, fair lending concerns, federal preemption and strategic planning matters. Mr. Lynyak regularly represents clients before federal banking agencies, including the Federal Reserve Board, the FDIC, the OCC, the OTS, the FTC and the SEC.
Mr. Lynyak frequently lectures on a variety of regulatory matters affecting financial services companies. He is a Fellow of the American College of Consumer Financial Services Lawyers and a member of the American Bar Association's Banking Law Committee, for which he served as Chair of its Retail Subcommittee, the Subcommittee on FDIC Receiverships and Conservatorships, and the Task Force on Derivatives. In addition, he is a member of the American Bar Association's Consumer Financial Services Committee, the California Mortgage Bankers Association, the Mortgage Bankers Association, and the Bars of California, the District of Columbia and New Jersey (inactive).
Prior to commencing private practice, Mr. Lynyak was a judicial law clerk, and also participated in the FDIC's Honors Program in Banking Law in Washington, D.C. He received his J.D. from Georgetown University Law Center and a B.A. from Saint Peter's College.
